DEPARTMENT OF DEFENSE DEPARTMENT OF THE NAVY - PUBLIC REVIEW OF A PROPOSED ACTIVITY IN WETLANDS
Pursuant to Executive Order 11990, Protection of Wetlands, the United States Department of the Navy (Navy) gives notice that the Navy is conducting an evaluation of a proposed action, which may involve activity in a wetland to determine the potential effects that its activity would have on the human and natural environment. The Navy will consider whether there may be practicable alternatives to locating the action in the wetlands and the potential impacts from the proposed action, as required by Executive Order 11990.

The Navy at Naval Air Station (NAS) Jacksonville, Florida, proposes to top 46 trees between waist and shoulder height within approximately 51.61 acres of wetlands and remove all trees within approximately 72.88 acres of uplands. The trees encroach upon the transitional surface and clear zones of Runway 12, Runway 30, and Runway 12-30 located at NAS Jacksonville’s Outlying Landing Field (OLF) Whitehouse. Unified Facilities Criteria (UFC) 3-260-01, Section 3-15.3 states that trees projecting into the transitional surface must be removed or lowered to a distance below the surface as they pose a serious hazard to pilots operating within this area. As required by EO 11990, a more detailed description of the proposed action is available below.

There are three primary purposes for this notice. First, people who may be affected by activities that will occur in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative methods to serve the same project purpose and methods to minimize and mitigate impacts.

Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about wetlands can facilitate and enhance federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas.

Third, as a matter of fairness, when the federal government determines it will participate in actions taking place in wetlands, it must inform those who may be put at greater or continued risk.

Located in northeast Florida, Naval Air Station Jacksonville is the largest installation in Navy Region Southeast, and occupies more than 3,800 acres along the west bank of the St. Johns River. The installation’s area of responsibility includes three bombing ranges (including the only Navy live-fire range on the East Coast) - Pinecastle, Rodman, and Lake George as well as Outlying Field Whitehouse. The station is home to seven active duty VP squadrons (flying P-8A Poseidon aircraft), three Reserve squadrons, five helicopter squadrons, and one MQ-4C UAS Triton squadron. There  are  more than 100 aircraft operating full time out of NAS Jax, to include:  P-8A Poseidon, P-3C Orion, MH-60R Romeo, C-40 Clipper, C-130T Hercules, U.S. Customs and Border Patrol and Flying Club aircraft.

Pinecastle Range Complex Training Schedule

Training schedules indicate that live and inert bombing will take place at the Pinecastle Range Complex located in the Ocala National Forest during these times:

September 11 - 13
  • Live/Inert Ordnance (9:30-11:45 a.m.)
September 14 - 17
  • No ordnance scheduled

During bombing periods, wildlife may be temporarily displaced. Use extra caution when driving through the Ocala National Forest and surrounding areas. Secure any items around your residence that could attract wildlife. Always be mindful of larger animals, including black bears and practice BearWise measures.
