***Addressing Terrorist-Associated Insider Threats to the Department Of Defense and Violence within the Workplace***
Insider Terrorist Indicators: Should the following activities be observed they may be indicators of potential violence or terrorist activities and are to be reported immediately through your chain of command, DoD Law Enforcement Agencies, Force Protection Personnel, or Local Law Enforcement Authorities. The use of good judgment and common sense in applying these indicators are strongly advised.
- Providing financial or other material support to a Terrorist Organization or to someone suspected of being a Terrorist.
- Expressing an obligation to engage in violence in support of Terrorism/Violent Extremist Groups or inciting others to do the same.
- Purchasing bomb making materials, or obtaining information about the construction of explosives.
- Engaging in Para-Military Training with Anti-U.S. individuals.
- Distributing Terrorist Literature via the internet.
- Applying for membership in a Violent/Terrorist Group.
- Adopting a Violent Extremist Ideology.
- Expressing loyalty to Terrorist.
- Collecting intelligence for Terrorist.
- Talking knowingly about future Terrorist Events.
- Expressing intent to commit a Terrorist Act.
- Traveling overseas for Terrorist Training.
Insider with Potential Violence: Terrorist-Associated insider threats are one aspect of potential violence in the Military Workplace. Individuals who post potential threats may, at the same time, exhibit indicators of other forms of workplace violence along with indicators of Terrorist-Associated activity. The following activities alone may not be indicators of potential violence or Terrorist Activity. They are however, likely to be detrimental to good order and discipline. Taken in conjunction with other related indicators may indicate an individual at risk of developing into an insider with potential violent threat.
- Exhibiting and/or encouraging disruptive and/or disobedient behavior.
- Expressing hatred or intolerance of American society and culture.
- Expressing sympathy for violence-promoting organizations.
- Refusing to deploy for political reasons.
- Associating with terrorists.
- Browsing or visiting internet websites, without official sanction in the performance of Duty, that promotes or advocates violence directed against the United States, or U.S. Forces, or that promote international terrorism, or terrorist themes.
- Expressing support for terrorists.
- Expressing outrage against U.S. Military Operations.
- Expressing a “Duty” to protect a foreign community, when the expressed “Duty” conflicts with the service member’s current mission and/or U.S. National Interest.
- Possessing or seeking items that would be useful to terrorists but are not required for the service member’s performance of normal duties. (Items that might provide Terrorists with Tactical or Operational capabilities that would otherwise be difficult to obtain, i.e.…night vision goggles, military GPS devices).
- Advocating unlawful violence, the threat of unlawful violence, or the unlawful use of force to achieve goals that are political, religious, or ideological in nature.
- Advocating support for Terrorists.
- Seeking spiritual sanctioning for unlawful violence.
