Register Now for a Motorcycle Safety Training Course

OPNAVINST 5100.12H requires all military personnel who operate a motorcycle on or off base, and all DOD civilian personnel who operate a motorcycle on base, to attend a COMNAVSAFECEN approved motorcycle rider safety course.  Proof of this course, proof of insurance, vehicle registration, and a valid driver’s license is required before a base decal will be issued.  Recertification training is now required every three years.  Those registered with the Navy Enterprise Safety Application Management (ESAMS) can register through that site.  Those needing a class and not on NMCI can register at www.navymotorcyclerider.com.

Three courses are now offered

  • Basic Riders Course (BRC) is a two-day class designed for beginner bikers.  This class will teach you the basics and help get you started riding.  It is recommended that you ride your own bike in this class but a limited number of “trainers” will be available.   
  • Experienced Riders Course (ERC) is a one-day class and is recommended for riders who have at least one year of riding time.  You will be required to ride your own bike in this class.  
  • Military Sportbike Riders Course (MSRC) was developed for sport bikes riders (sportbikes are defined as performance motorcycles with the rider in a forward leaning position and the foot pegs aft of the driver’s center of gravity).  It is a one-day class and is mandatory training for sportbike riders.

    
Proper riding gear will be required for all students consisting of;

  • Head Protection - Helmet meeting DOT or Snell Memorial Foundation Certification.
  • Eye Protection – Protective eye devices designed for motorcycle operators (impact or shatter resistant safety glasses, goggles, wrap-around glasses sealing the eye, or a face shield properly attached to the helmet) shall be properly worn.
  • Foot Protection – Sturdy, over-the-ankle footwear that affords protection for the feet and ankles shall be worn.
  • Protective Clothing – Riders and passengers shall wear a long sleeved shirt or jacket, long trousers, and full-fingered gloves or mittens designed for use on a motorcycle.  To enhance the ability of other vehicle operators to see and avoid motorcyclists, outer garments constructed of brightly colored and reflective materials are highly recommended during daylight hours.  Reflective outer garments or vest shall be worn during nighttime hours.
