Naval Station Mayport Security Department is considered by some to be the best police force in the region.  It's also one of the busiest installations as well.  Please review the important customer information below as it relates to base Police.

BASE ENTRY REQUIREMENTS
All State and federal physical security / law enforcement procedures are strictly observed.  The Department of Defense (DoD) Common Access Card (CAC) is the principal card enabling access to the installation.
 
BASE ACCESS/TEMPORARY PASSES
  • There must be a valid DOD ID or authorized Defense Biometric Identification System (DBIDS) card holder in the vehicle.
  • Passengers traveling with someone who possesses sponsorship privileges (Common Access Card (CAC) holder) must be able to present a valid government-issued photo identification.
  • Passes for guests may be obtained at the Visitor Control Center (VCC).
  • Guests must be accompanied by a person who is authorized sponsorship privileges.
  • All visitors receiving a pass for unescorted access to the installation must complete a SECNAV 5512/1 (provided at the VCC).
  • DBIDS applicants can complete a DBIDS pre-enrollment at https://dbids-globalenroll.dmdc.mil/preenrollui/#/landing-page.  Once pre-enrollment is complete, please print form with barcode and present to the VCC staff to continue the enrollment process.
  • Drivers must provide proof of insurance and a valid vehicle registration regardless of the state their vehicle is registered in.
  • While at the VCC, personnel requiring access to the installation must present two valid forms of identification i.e., State driver's license, FL state identification card or passport at the time of registration.
  • Veterans with service-connected disabilities who are qualified for privileges and issued a Veteran’s Health Identification Card (VHIC) by the U.S. Department of Veterans Affairs (VA) can enroll their VHIC in DBIDS at a VCC to gain access.
  • REAL ID-compliant cards will have of one of the following markings on their Driver’s License (Gold Star, Black Star, White Star in a Gold Circle, White Star in a Black Circle or a Gold Bear with a White Star) on the upper top right portion of the Driver’s License.  If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity to gain entry onto the installation.
  • DOD civilian retirees may take their retirement SF-50 or equivalent to the VCC and register their Real ID for base access, not to exceed one year from the date of registering.
  • Once identity and purpose for entry are established by the VCC, personnel will complete SECNAV 5512/1 and the VCC will conduct a background check to ensure fitness requirements are met.
 
MOTORCYCLE SAFETY
Motorcycle operators must have motorcycle endorsement on their driver’s license, and all required personal protective equipment (DOT approved helmet, gloves, full length pants, long sleeve shirt, closed towed footwear that extends above the ankle).
 
VISITOR CONTROL CENTER VCC (BDG 1983) ADJACENT TO MAYPORT MAIN GATE
VCC hours are M-F 6:30 AM – 5 PM
GATE HOURS
  • Main gate is OPEN 24/7 (3 lanes inbound 0530-0900). No Commercial (truck deliveries) during high traffic (0530-0900) hours.  
  • Commercial Gate (Back gate/Gate 5) OPEN (2 lanes inbound 0530-2 PM).
  • Seminole gate (Hanna Park access) 2 lanes inbound 0600-0800 (CAC Holders only/Hanna Park sticker required)
  • The Commercial Vehicle Inspection Station (Bldg. 48A) is open from 0600-2 PM
 
COMMERCIAL GATE (Back gate/Gate 5)
All truck deliveries and commercial vehicles will use the commercial gate (gate 5) and are subject to inspection for proper identification, contraband, and safety between the hours of 5:30 AM – 2:00 PM.
 
FOREIGN NATIONALS
A foreign national in the U.S. on a visitor’s visa being sponsored to access the installation, must provide a copy of valid passport which bears the visa entry and stamped dated arrived in the U.S.
  • Foreign nationals who remain overnight in government quarters must obtain approval from the base Security Manager one week in advance of the visit.
  • Foreign Military Students must have an Invitational Travel Order (ITO) to gain entry into the installation, present to the VCC Clerk their own ITO, Passport and an additional Photo ID.  Escorts are not required for Foreign Military Students with orders.
  • Foreign Nationals or Military Student are NOT authorized to sponsor or escort any other visitors without permission of the Commanding Officer or Executive Officer.
  • Foreign Vessel Crews may use their Foreign Military Identification Cards in conjunction with their visitor credentials for entry into the installation.

 
VEHICLE SEARCHES 
All vehicles are subject to search when entering the installation, while inside and when departing the base.  The commanding officer has the authority to order a specific or random search of any or all vehicle(s) inside the base.
 
HUNTING AND FISHING:
Hunting is not authorized onboard or near the installation.  Fishing is authorized aboard the installation in accordance with installation directives and state / federal laws.  Please review all applicable directives prior to fishing.
 
MORALE, WELFARE AND RECREATION (MWR) CARD
MWR Card appointments can be achieved by contacting 904-453-0879.  Please note, MWR Cards and appointments are coordinated by the MWR Department, and it is not a Security function.  However, the MWR Cards are issued by the VCC Staff once all vetting criteria have been met.  Further, once an MWR Card has been issued, the card cannot be used to visit any other facilities on Naval Station Mayport other than category “C” facilities.  Also, the person listed on the card agrees to obey all rules and regulations of Naval Sation Mayport.  Violators of this program can and will be revoked if used for anything other than its intended purpose.  For further information regarding the use of the MWR Card, please contact the phone number previously stated.
