Commander Tellis Fears, is a native of Decatur, Georgia.  He earned his Bachelor of Arts Degree in Business Management from Savannah State University in 2001, a Master’s Degree in Administration from Webster University and a graduate of the Army's Command and General Staff College, Fort Leavenworth Kansas.

At sea, he served as Main Propulsion and Auxiliaries Division Officer in USS Juneau (LPD 10); Main Propulsion Assistant in USS Philippine Sea (CG 58); Chief Engineer in USS Klakring (FFG 42); Chief Engineer in USS Philippine Sea (CG 58); and Auxiliaries Officer in USS Theodore Roosevelt (CVN 71).

Ashore, he served as Surface Warfare Program’s Requirements Officer for OPNAV’s Director, Special Programs Division N9SP. . In his follow-on tours Fears served as Joint and National Special Security Events Planner at Joint Task Force, National Capital Region/Military District of Washington; and N8 Branch Chief for Requirements and Resourcing at US Naval Forces, Central Command/ US Fifth Fleet.
 
His awards include the Defense Meritorious Service Medal, Meritorious Service Medal; Navy and Marine Corps Commendation Medal (3 awards); Joint Service Achievement Medal (2 awards), Navy and Marine Corps Achievement Medal (2 awards); and various campaign and unit awards. Commander Fears is honored to have served on teams that earned the Humanitarian Service Medal, Meritorious Unit Commendations and the Navy’s Battle “E” ribbon.
