Vehicle Registration

All vehicles on board Naval Air Station Joint Reserve Base (NAS JRB) New Orleans must be properly registered with the security department in the Consolidated Law Enforcement Operations Center (CLEOC) data base. All vehicles must have a valid state vehicle registration and valid proof of automobile insurance in order to access the installation. All drivers must have a valid driver's license in their possession while operating a motor vehicle on board the base.

Base Driving Regulations

The speed limit on board NAS JRB New Orleans is 25 mph, wherever else is posted accordingly. The speed limit in all family housing is 10 mph, and speed limits through alleyways between housing units and cul-de-sacs are 5 mph. All speed limits are strictly enforced.

Seat Belts/ Child Restraints - All Louisiana state traffic laws, Title 32, are enforced on board NAS JRB New Orleans. Louisiana state law and the Department of the Navy require the use of seatbelts at all times while operating or riding in a vehicle. State law mandates, that children younger than 1 year, or less than 20 pounds, must be in a rear-facing child safety seat; 1 through 4 years or 20 to 39 pounds in a forward-facing child safety seat; and 4 through 6 years or 40 to 60 pounds in a child booster seat. Children 6 and older who weigh more than 60 pounds may use adult restraints.

Traffic Violations - The base operates on a traffic points system for issuing Armed Forces Traffic Tickets 1408s and monetary fines for U.S. Magistrate Citations 1805s. Persons whose driving privileges are suspended or revoked (for one violation or an accumulation of 12 traffic points within 12 consecutive months, or 18 traffic points within 24 consecutive months), will be notified in writing through official channels, as per OPNAVINST 11200.5D. Magistrate Tickets 1805s are also issued incorporating monetary fines for traffic violations and mandatory appearances in Federal Magistrate Court in the city of New Orleans.

Motorcycle operators – Motorcycle operators will have proof of completing a Motorcycle Safety Foundation-approved course, within the past three years, before being permitted to operate a motorcycle on base. Motorcycles and motorcycle operators must meet the requirements of OPNAVINST 5100.12H as it pertains to required safety equipment and attire. Proper attire includes the following equipment: a helmet meeting DOT, Snell Memorial Foundation certification worn and properly fastened under the chin (fake or novelty helmets are prohibited); protective eye devices designed for motorcycle riders or a full-face shield covering the eyes; sturdy over-the-ankle footwear that affords protection for the feet and ankles; a long-sleeved shirt or jacket; long trousers; and full-fingered gloves or mittens designed for use on a motorcycle. Motorcycle jackets constructed of abrasion-resistant materials such as leather, kevlar and/or cordura and containing impact-absorbing padding are highly recommended. Outer garments constructed of brightly colored and reflective materials are highly recommended during daylight hours. Reflective outer garments or vests shall be worn during hours of darkness, i.e., nighttime.
