HMCM(FMF/SW/AW) Oscar Mendoza was born in Chula Vista, California and grew up in Tijauna Mexico. He graduated high school in 1999 and enlisted in the Navy on 29 April 2002, attending Boot Camp at Recruit Training Command, Great Lakes, IL. Upon graduation, AR Mendoza began training at Airman Apprentice Training Course at Naval Air Technical Center in Pensacola, FL.
AR Mendoza’s first tour was USS ENTERPRISE from September 2002 to February 2005 in Norfolk, VA. There he served as an undesignated Airman assigned to the Air Department. During his tour he completed an eight-month deployment, he significantly contributed the ship’s success in Operations Enduring and Iraqi Freedom.
After detaching from USS ENTERPRISE, AN Mendoza attended Dental Assistant Basic “A” School at Sheppard AFB, Wichita Falls, TX. He graduated May 2005 and reported to NH Beaufort from June 2005 to March 2008 in Beaufort, SC. There he served as Dental and Administrative Assistant assigned to MCRD Parris Island, Branch Dental Clinic. While onboard DT3 Mendoza was selected as JSOY 2006.
After his successful tour at NH Beaufort, HM3 Mendoza attended Preventive Medicine Technician “C” School at Naval School of Health Sciences, San Diego, CA. He graduated October 2008 and served on the USNS MERCY from November 2008 to November 2012 in San Diego, CA. There he served as Preventive Medicine Technician and Leading Petty Officer for the Directorate for Medical Services. HM2 Mendoza’s outstanding performance resulted in his selection as MTF MERCY’s JSOY 2011.
HM2 Mendoza transferred November 2012 to Commander, Logistics Group, Western Pacific, Singapore, were he served as Leading Petty Officer and Leading Chief Petty Officer from November 2012 to December 2015. In November 2012 he was advanced to First Class Petty Officer and September 2015 he was selected to Chief Petty Officer.
In January 2016, HMC Mendoza reported to Field Medical Service School, Camp Pendleton, CA, graduating March 2016. Then he reported to 7th Marine Regiment, 1st Marine Division, 29 Palms, CA from March 2016 to June 2019. During this tour, he was assigned to 3d Battalion 7th Marines as the Battalion LCPO, where he deployed as GCE SMDR SPMAGTF ISO Operation Inherent Resolve, after a successfully deployment, he was hand selected as 7th Marine Regiment Senior Enlisted Leader for 18 months.
Chief Mendoza transferred to the Surface Warfare Medical Institute, San Diego, CA as an instructor in July 2019. Chief Mendoza was selected as L12A Enlisted Technical Leader February 2020. He qualified as Master Training Specialist in March 2020. Chief Mendoza was selected to Senior Chief Petty Officer in September 2020.
Senior Chief Mendoza transferred to Navy Environmental Preventive Medicine Unit 6 Honolulu, HI as Senior Enlisted Leader from July 2022 to Jun 2025. In May 2024 he was screen for Master Chief. On 8 April 2025, Master Chief Mendoza received orders to NMRTC Beaufort and reported July 2025 and was appointed as the Command Master Chief.
He has earned the Enlisted Fleet Marine Force Warfare Specialist, Enlisted Surface Warfare Specialist, and Enlisted Aviation Warfare Specialist. His personal awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (x4), and Navy and Marine Corps Achievement Medal (x6). He is a graduate of the Senior Enlisted Academy (Red 242), Command Master Chief & Chief of the Boat Course, and has earned a bachelor’s degree in health sciences from TUI University. He is married to his beautiful wife Paola Mendoza, and they have three children Pamela, Paulette, and Oscar Jr.
