Legal Department

Legal services for Naval Station Guantanamo Bay (NSGB) are provided by Region Legal Service Office Southeast (RLSO SE). Command advice to NSGB and various tenant commands is provided by the Office of the Staff Judge Advocate (Base Legal). Personal legal services are provided by the Legal Assistance Office.

Note: RLSO SE Branch Office Guantanamo Bay does NOT provide command advice to JTF-GTMO or the Office of Military Commissions (OMC). Legal inquiries related to JTF-GTMO or OMC should be directed to those offices.

Walk-in services are available on Tuesdays and Thursdays from 1300-1500 at the Legal Assistance Office in Building 760.

Common customer services include:

  • Notaries, Bills of Sale, and Affidavits

    • These matters can be completed on a walk-in basis at the Legal Assistance Office in Bldg. 760. Walk-in hours are Tuesdays and Thursdays from 1300-1500. If an appointment is needed outside of these hours, please contact the Legal Department via email.

  • Special Powers of Attorney (SPOAs)

    • Routine SPOAs can be drafted using the Navy JAG Corps self-help website available here.

    • To notarize your SPOA or for complex Powers of Attorney, please visit the Legal Assistance Office in Bldg. 760. 

  • Incident Complaint Report (ICR) Request Form (i.e., Accident Report) [ICR Request Form]

    • To request a copy of an ICR/Accident Report, complete the attached form and return to the Legal Department via email.

    • Reports are available approximately one week after the Security Department completes the report. The Legal Department is unable to provide an estimate of when reports will be available from Security.

  • Background Checks and Embassy Letter Requests [Background Check Request]

    • Local record reviews/background checks for employment or visa applications can be requested via the Legal Department.

    • Complete the applicable form and bring to the VRO/Badging Office. Once the VRO/Badging Office has signed off, send the completed form to the Legal Department via email.

    • Allow approximately two weeks for processing.

  • Passport Waiver Requests [Passport Waiver Request Form]

    • On a limited basis, the Legal Department is able to assist with requesting a passport waiver under the Foreign Clearance Guide and/or the Western Hemisphere Travel Initiative.

    • This waiver request is only for official purposes, emergency travel, and other limited situations.  This process is not for vacation/leave purposes.

    • Individuals requesting a passport waiver should complete the Passport Waiver Request Form and submit it to the Legal Department via email AT LEAST TWO WEEKS PRIOR to the planned travel date.

  • Non-Federal Entity (NFE) Registration (NSGBINST 5760.1G; Fillable NFE Forms)

    • All “non-federal entities” (NFEs), including clubs, social organizations, etc. must register to operate at NSGB.

    • The officers of the NFE must review and complete the “Request for Recognition” per NSGBINST 5760.1G. Completed packages may be submitted to the Legal Department via email.

    • NFEs must re-register every calendar year and they must be registered before requesting an on-base fundraiser.

  • On-Base Fundraising Request [Fundraiser Request From]

    • Complete the Fundraiser Request Form and return to the Legal Department via email AT LEAST TWO WEEKS PRIOR to the planned fundraiser.

    • Per the Fundraiser Request Form, pre-approval from MWR, NEX, and other applicable departments is required before submitting to the Legal Department.

  • Private Home Businesses (NSGBINST 4060.1B)

    • Private home businesses and any commercial activities operated out of Military Family Housing must be registered to operate at NSGB.

    • Business operators must complete the Notice of Operation of a Private Home Business Form per NSGBINST 4060.1B. Completed packages may be submitted to the Legal Department via email.

    • Businesses must receive approval from the Commanding Office, NSGB prior to starting their operation.
