Navy College and Education

The Navy College Program announced a complete transition to virtual education services for Sailors across the globe beginning Oct. 1, 2021. The transition shifted Sailor education counseling from brick-and-mortar Navy College Offices (NCOs) to the Navy College Virtual Education Center (NCVEC) as the one-stop-shop for Sailors pursuing personal and professional development opportunities.

The NCVEC is comprised of professional Education Services Specialists who are uniquely equipped to provide counseling and advice to Navy members on all matters relating to academic programs, authorize Navy tuition assistance, and oversee all on-base education programs. The NCVEC can be reached 24/7 by calling toll free 833-330-MNCC (6622). During office hours, Sailors can speak directly to Education Services Specialists about their goals.

Tuition Assistance (TA) and the Navy College Program for Afloat College Education (NCPACE) are the Navy's primary financial assistance programs for voluntary education. Both programs pay up to 100% for tuition costs (within fiscal year/career caps and limits) to eligible active-duty Sailors for courses taken in an off-duty status at a college, university, or vocational/technical institution, whose regional or national accreditation is recognized by the U.S. Department of Education. Navy tuition assistance pays for both classroom and independent study/distance learning courses.

While all eligible Sailors can participate in the TA program, the objective of NCPACE is to provide personnel assigned to sea duty type 2 and 4 Unit Identification Codes (UICs) with educational opportunities comparable to those available to shore duty personnel.

Education Center on Base:

The Education Center is open Monday-Friday from 8 a.m. to 5 p.m. except for federal holidays. In addition to the colleges that have a physical office, there are resources from several other accredited schools, as well as information on veteran services and the GI Bill. Civilian education counselors are available to assist active duty personnel with Joint Service Transcripts (JST), DANTES Testing, and Navy Tuition Assistance.  DANTES tests which are offered FREE to active personnel include the CLEP and DSST. DANTES discontinued funding all other exams on 1 Oct 21 due to budgetary restraints.
