Master Chief Lowe was born in Coupeville, Washington and is a native of Rock Hill, South Carolina. He is a graduate of the United States Navy Senior Enlisted Academy and was recipient of the Peter Tomich Distinguished Leadership Award from (NRC Class 28). He earned an Associate in Applied Science Administrative/Management Studies from Excelsior College in October 2015.
He served his first eight years in the Navy with Patrol Squadron NINE TWO (VP-92) and the Naval Air Reserve Center, aboard Naval Air Station Brunswick in Brunswick, Maine.
At sea, he served with Mine Countermeasure Squadron TWO in Ingleside, Texas, where he embarked with the crew of USS BLACK HAWK (MHC 58) with crew swaps aboard USS SHRIKE (MHC-52), and completed a five month deployment aboard the USS CARDINAL (MHC-60) homeported in Manama, Bahrain. Upon returning from deployment in September 2006, he was selected to Chief Petty Officer.
His served with Naval Reserve Readiness Component Command Northwest in Everett, Washington during which he completed an Individual Augmentee (IA) assignment in Afghanistan. Follow on assignments at Explosive Ordnance Disposal Expeditionary Support Unit ONE in Coronado, California, Navy Expeditionary Intelligence Command in Virginia Beach, Virginia, Command Senior Chief of Navy Operational Support Center in Aurora, Colorado, Command Master Chief of Navy Reserve Center aboard NAS North Island, California and as Command Mater Chief or Navy Reserve Region Readiness and Mobilization Command, Jacksonville. These commands and their Sailors provided him the experience and tools for his selection to currently serve as Command Master Chief at Naval Air Station, Joint Reserve Base New Orleans Louisiana.
He served with teams that have been recognized with numerous awards and is the recipient of the Meritorious Service Medal, Joint Commendation Medal, Navy/Marine Corps Commendation Medals, Navy/Marine Corps Achievement Medals and various other service awards. He enjoys his Navy life with his spouse and two children.
