Captain Joseph A. Torres Jr.

Captain Torres, a native of Los Angeles, California, was commissioned in December 1997, via the Enlisted Commissioning Program, graduating with a Bachelor of Arts in both History and Political Science from San Diego State University.

Enlisting in the Navy in August of 1990, he is a former CTA1 (SW), having served in Director Communications Material Systems (DCMS), Washington DC, and USS KINKAID (DD 965). Following commissioning, he reported to USS LAKE CHAMPLAIN (CG 57) where he served as Strike Officer, followed by a tour with the “Little Beavers” of DESRON 23 as Assistant Operations Officer. His subsequent sea tours were in USS HOPPER (DDG 70) as Operations Officer, followed by a tour as Future Operations Officer (N5) with the “Greyhounds” of DESRON 15, embarked on USS KITTY HAWK (CV 63) and USS GEORGE WASHINGTON (CVN 73) in Yokosuka, Japan. Most recently, he served as Executive Officer and Commanding Officer in USS MUSTIN (DDG 89), homeported in Yokosuka, Japan, during which time the MUSTIN crew earned the CNO’s Ship-Helicopter Safety Award, SURFOR’s ASW Bloodhound Award, and was recognized with three consecutive Battle Efficiency “E” Awards.

His shore tours include participation in the Navy Washington DC Internship Program, where he earned a Master of Arts in Organizational Management from The George Washington University, with intern rotations in the State Department, the Office of the Secretary of Defense, and the Joint Staff. He later served as a SWO Junior Officer Detailer in Naval Personnel Command (PERS-41), attended the Naval War College, earning a Master of Arts in National Security & Strategic Studies, and served as the Director of Trainers & Simulation (N71) at the Surface Warfare Officers School Command. Additionally, he served as Washington DC Placement Branch Head (PERS-441), Executive Assistant to CNPC & Commanding Officer of NPC Enlisted Staff, Assistant Chief of Navy Personnel Command (ACNPC) for Career Progression (PERS-8), and Navy Recruiting Command’s Inspector General.

His personal decorations include the Legion of Merit, Meritorious Service Medal, Navy Commendation Medal, and the Navy and Marine Corps Achievement Medal, as well as various unit, service, and campaign awards. Additionally, he is a recipient of the 2007 Commander Naval Surface Forces Leadership Award and was “Honor Recruit” for Company (C186) upon graduating Boot Camp from RTC Orlando in October 1990.

Captain Torres assumed command of Naval Support Activity Mid-South in June 2024.
