Captain Andrew M. McGinly

Captain McGinly is a native of Vienna, VA.  He earned a Bachelor of Science from the United States Naval Academy in 2000, and a Master of Arts in National Security and Strategic Studies from the Naval War College in 2013.  He was designated a naval aviator in November 2002 at Naval Air Station Meridian, MS.

After initial training in the C-2A Greyhound at VAW-120 in Norfolk, VA, Captain McGinly reported in December 2003 to his initial assignment at VRC-30 in San Diego, CA.  While at VRC-30, Captain McGinly completed deployments on the aircraft carriers STENNIS, VINSON, and REAGAN to the Western Pacific and Middle East.
 
In January of 2007, Captain McGinly reported for instructor duty back at VAW-120 in Norfolk, teaching the next generation of C-2A Greyhound pilots the art of Carrier Onboard Delivery.
 
In November of 2009, Captain McGinly transitioned to the Training and Administration of Reserves (TAR) community, and underwent flight training in the C-130 before reporting to VR-54 in New Orleans, LA, where he completed multiple detachments and missions to the EUCOM, CENTCOM, and SOUTHCOM theatres.
 
After graduating from the Naval War College in 2013, Captain McGinly reported to Navy Personnel Command in Millington, TN, to the Office of Career Progression (PERS-80).  His primary duties included Promotion Selection Board Sponsor and ultimately Deputy Division Director within PERS-80.
 
Command tours include the Navy Reserve Professional Development Center in New Orleans, LA, and Navy Recruiting District (NRD) Raleigh in North Carolina, where he was responsible for the largest NRD in Recruiting Region East, and the second-largest NRD in the nation.
 
In September of 2020, Captain McGinly reported to Millington, TN, where he served as the Navy Total Force (NTF) Pillar Reserve Program Director (RPD) until 2023, at which time he reported back to the Naval War College in Newport, RI, to attend the senior course at the College of Naval Warfare.
 
Captain McGinly became commanding officer of NAS JRB New Orleans in August of 2024.   
 
Captain McGinly has accumulated over 2,000 hours of flight time and 150 relatively uneventful carrier arrestments.  His flying career has taken him to six different continents and 12 different aircraft carriers.  He and his wife, Elizabeth, have been blessed with eight children.
