Commander Robert Barbee

Commander Barbee earned his associate degree from Marion Military Institute and was commissioned through the Army ROTC Early Commissioning Program in 1992.  He completed his Bachelor of Arts degree in Mass Communications from Campbell University at Buies Creek, North Carolina. Upon completion of his degree the Army assessed him as an infantry officer and brought him onto active duty in January 1995.

He served as a platoon leader and a separate detachment commander for A CO. 1st BN, 120th INF REGT in the North Carolina National Guard. After his time in the National Guard, he was brought onto active duty and served as a platoon leader for a Mechanized Infantry Platoon, an executive officer for a Motorized Rifle Company and the S-3 Air for the 2nd SQDN, 11th ACR which served as the Opposing Forces at the National Training Center at Fort Irwin, California. He attended the Armor Advanced Course at Fort Knox, Kentucky before serving as the S-4 for the 2nd BN, 5th INF REGT of the 25th Infantry Division at Schoffield Barracks, Hawaii. While in Hawaii he completed his inter-service transfer from the Army to the Navy.

Commander Barbee’s Navy career began April 1, 1999 as a lieutenant. He attended flight training at Pensacola and Whiting Field, Florida. He then attended advanced training with the MH-53E Sea Dragon in Norfolk, Virginia. He was sent to Helicopter Combat Support Squadron (HC) 4 in Sigonella, Sicily and served as training officer, administrative officer and maintenance officer. He was a helicopter commander, section leader, instrument check pilot, NATOPS check pilot, functional check pilot (maintenance testing), and was the first Navy MH-53E operational night vision goggle qualified pilot. He was selected to be the U.S. vice president’s pilot during his visit to Aviano and Vincenza, Italy. His qualifications took him various locations through-out the Mediterranean and Central Asia to include a tour in Kuwait/Iraq in support of the Army.

Commander Barbee attended the Naval War College at Newport, Rhode Island, where he earned a Master’s Degree in Strategic Studies and completed Joint Professional Military Education Phases I and II.  Following his graduation, he went to the U.S. European Command Headquarters in Stuttgart, Germany where he worked the Foreign Military Finance Program as an international program manager in the Africa Division of the J-4. During this time, he helped stand up the new U.S. Africa Command, also located in Stuttgart, Germany. He assisted in the creation of the Strategy, Plans, and Programs Division of AFRICOM and served as a foreign military finance program manager, a humanitarian civic assistance program manager, health and humanitarian assistance branch executive officer, and branch chief for the Combined Military Education and Training branch.

Commander Barbee’s next assignment was in Naples, Italy, as the executive officer for Naval Support Activity Naples. Before settling into the assignment, he was sent to San Antonio, Texas, for C-26 Metroliner training. In support of the commanding officer of Naples, his focus for this tour was the day- to-day operations of the base in support of the tenant commands and their mission accomplishment, care and support for families and single Sailors, and maintaining relations with the host country.  During this tour, Commander Barbee and the base hosted Vice President Joe Biden and his wife, the Chief of Naval Operations, the Chief of Navy Personnel, Commander Navy Installations Command, and many other dignitaries.

He then took command of NOSC Syracuse in December 2013.  During his tenure he oversaw the $5.2M restoration of the facility. He established a 3M maintenance program for weapons, procured weapons and ammunition for the watch standers, and established a weapons vault in his facility.  He relinquished command of NOSC Syracuse and reported to Commander, Naval Installations Command (CNIC) in December 2015.

Commander Barbee served as the director, shore support team for CNIC from December 2015 till January 2018. In this capacity he handled the coordination of products that required input from multiple content providers across the enterprise. He also provided installation information products to assist with CNO, CNP, MCPON, OMBUDSMAN AT LARGE and other DV visits to installations around the globe.

Commander Barbee’s personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal (3), the Air Medal, the Navy Commendation Medal (2), the Army Commendation Medal (3), the Navy Achievement Medal, the Army Achievement Medal and multiple unit and campaign awards. He is authorized to wear the Command Ashore pin and is qualified as a Naval aviator, basic parachutist, and expert infantryman.
